Job: Head Up A Complex Change Portfolio – And Help Protect The UK

The need to respond to evolving threats is as acute as ever. At the heart of this work is Counter Terrorism Policing (CTP), a UK-wide network with an HQ based in the Met.

As Head of Projects & Programmes, you’ll ensure the success of a large and dynamic change portfolio whose aim is to make CT policing the best it can be. Be the key to critical change initiatives – and a safer country.


Job Title: Head of Projects & Programme Management

Salary: £74,278 to £82,110, plus a Location Allowance of £2,148

Joining the senior leadership team within Counter Terrorism Policing HQ’s (CTPHQ) Change Pillar, you’ll take on a multi-faceted role. Every day, you’ll strive for programme and project delivery excellence, encouraging innovation and improvement in our PPM capability and the way we work.

You’ll also lead CTP strategic programmes if necessary and manage a highly skilled team. In short, you’ll be the PPM head of profession, responsible over 100 staff and a successful change portfolio.

At this level, you must have extensive experience in a senior role. You should have delivered high risk, £20m+ transformational programmes in both the public and private sector, through at least six projects and with the help of at least four reports.

You should also have led programme reviews and resets, implementing mitigation actions and making the most of lessons learnt. And, you’ll have developed PPM capability, using innovative solutions to improve operational outcomes.

As you’ll be working with a wide range of senior stakeholders, clear communication will be essential. We’re looking for someone who’s articulate, persuasive and able to build strong connections across policing, Government and partner agencies.

Key responsibilities:

PPM Services and Change Leadership

  • As an active member of the Change Pillar’s SLT, champion and implement effective PPM delivery excellence, supporting the Change Pillar’s vision as a transformation function.
  • As Head of PPM Profession, build the PPM elements in developing change leadership to mature CTP’s change capability across the four key execution components: leadership, engagement, culture and behaviours.
  • Develop and maintain the PPM-related capabilities and capacity to respond to and execute change across the full range of delivery approaches. This will include ensuring the Change capability is equipped with the appropriate PPM tools, methodologies and understanding.
  • Lead PPM horizon scanning: to equip the Pillar and CTP change network with the capability to best respond to disruptive change in the future.
  • Build and sustain appropriate PPM capacity and capability within the programme and project teams, and across the change network, subject to demand management, using a range of supply routes.
  • Develop and maintain key strategic relationships across a broad set of stakeholders both within and external to the CTP network by establishing strong, collaborative working relationships with other appropriate agencies, government departments and the MPS as our host force. This will include sustaining best practice, PPM knowledge-building, and mutual exchange programmes.
  • Ensure the implementation of programme and project management and delivery standards, processes and product sets (as defined by the CTP Portfolio Office Centre of Excellence) across the change programmes and projects including independent quality assurance as required, and coaching and mentoring to grow individual capability.

Programme delivery

  • Provide overall direction and leadership for complex programmes, and project delivery teams in scope – build and sustain capacity and capability and ensure realisation of the identified benefits.
  • Effective co-ordination of inter-dependencies, oversight of risks and issues arising, and ensuring realisation of projected benefits from effective transition into the business.
  • Optimal management of complex programme teams working including project managers, contractors, consultants, suppliers and contingent resource to provide quality outputs to time, quality and cost, that enable programmes to drive value for money and benefits outcomes.
  • Responsible for the development of programme-level business cases, and coordinate approvals and sign-off for these.
  • Deputise for the SRO (and/or Programme Director) of the programme where required, with authority to make delegated decisions, and be the key contact for the programme for senior stakeholders.
